Admission to Undergraduate Programmes
General Admission Requirements For Morning Study Programmes: The applicant must hold an Iraqi preparatory school certificate or an equivalent certificate authenticated by the Directorate of Education in the relevant province, in accordance with the specific admission requirements for each programme. Applicants must be born in 1994 or later. However, students born in 1990 who have achieved a minimum average of 90% in their preparatory studies are also eligible to apply. Graduates of professional centres with a minimum three-year study duration who have completed the national exam are eligible to apply to private universities and colleges, subject to each programme's specific entry criteria. The applicant must be a full-time student. Dual enrolment in morning university studies and employment is not permitted, including for government employees. Continuation of studies requires an official study leave; otherwise, the student's admission will be cancelled. The applicant must pass a medical examination. Students previously admitted to private universities/colleges may apply to transfer to another department within the same institution. If accepted, the university/college will issue an administrative order for the department change, and the student will start from the first stage. A student will be dismissed if admitted to another university/college (domestically or abroad) or appointed to a job, upon submission of a written request within one week from the date of admission. Students admitted to public universities, colleges, or institutes may apply for admission to private institutions via the electronic application system, based on merit and eligibility. A student who was previously dismissed from a private university/college may reapply through the electronic form and merit-based system, provided that they do not reapply to the same department from which they were dismissed. Private universities/colleges are not permitted to collect any tuition fees or deposits prior to the official acceptance notice. No additional fees may be collected during the admission and registration process on the electronic system. Ministers, MPs, those with special grades, and members of provincial councils are not eligible to apply for morning study programmes. Students from the Kurdistan Region holding recognised preparatory certificates from the Ministry of Education are eligible to apply to private universities and colleges. Once students are accepted, the university or college must issue an official admission order, listing the names of admitted students. Student admission data will be verified by the Private University Education Department according to procedures it will later define. For Evening Study Programmes: The applicant must hold an Iraqi preparatory school certificate or an equivalent certificate authenticated by the Directorate of Education in the relevant province. The applicant must not be enrolled in any other academic programme, as dual enrolment is prohibited. Violation of this rule may result in legal consequences, including cancellation of admission. The applicant must pass a medical examination. University and college councils are authorised to convert students from morning to evening study for all academic stages. The requirement for a prior government appointment is waived. However, conversion must respect capacity limits, and it must not apply to graduates of previous years. Institutions are responsible for verifying the authenticity of the student's information and must notify the Private University Education Department for database updates.
